I made this a few days ago for the bingo game I'm playing in a yahoo group. The challenge was to use blue and white. Stamp is a retired TAC set, Hello Snow. I colored him with prismacolors, odorless mineral spirits, and copics.
Used my cuttlebug embossing folder and also a snowflake punch that I put glitter on. I used my CM cutting system for the oval.
